Alhamdulillah, wassalatu wassalamu ala rasulillah, wa ala alihi wa sahbihi ajmain.

1. The Shar‘i Context

Muslims living as minorities in non-Muslim countries face unique circumstances. Their work, contribution, and participation in public institutions are evaluated by two main questions:

  • Does the job itself require committing haram?
  • Or is the work a form of public benefit, justice, and protection?

The role of a police officer, in any society, is built on maintaining order, preventing crime, protecting life and property, and ensuring safety. These are values supported by Sharia.
Allah says:

“Cooperate upon righteousness and piety.” (Surat al Maidah 5:2)

If the work is primarily justice and protection, then it falls under cooperation upon good.

2. The Precedent of the Companions in Abyssinia

When the companions migrated to Abyssinia, it was:

  • A non-Muslim land
  • With non-Muslim leadership
  • Under non-Islamic law

Yet when a coup was launched against Al-Najashi,
the companions stood with him and joined his forces to defend him and protect social stability.

This shows:

  • Supporting a just non-Muslim authority is permissible.
  • Fighting to protect safety and stability is permissible.
  • Contributing to the security of the society is allowed.

Their action was in defense of justice and stability, even though the system was not Islamic.
This becomes a foundational proof for permissibility in modern contexts.

3. Application to Police Work in Canada

Based on the above:

  • The Canadian police system is built on preventing harm, protecting civilians, enforcing public order, and stopping criminal activity.
  • None of these objectives contradict Sharia; rather, they align with it.

Therefore, becoming a police officer in Canada is permissible, with two conditions:

  1. The officer must not be required to directly participate in actions that violate Sharia, such as:
    • Enforcing something clearly sinful in a direct way
    • Assisting in oppression
    • Targeting people unjustly
  2. The officer should strive to be just, fair, calm, and upright, because Sharia demands justice in every situation.
    Allah says:

“Be steadfast in justice, even if against yourselves.” (Surat al Nisa 4:135)

If the job sometimes exposes a person to haram (such as enforcing certain policies), then they must avoid involvement in any wrongful action to the best of their ability.

4. Relevant Usul Principle

ما لا يتم الواجب إلا به فهو واجب
Whatever is needed to fulfill a societal obligation becomes obligatory.

Living safely in any society requires law enforcement. When Muslims take such roles with integrity and justice, they reduce harm, protect vulnerable people, and represent good character—fulfilling a communal need.

Final Ruling

It is permissible to become a police officer in Canada as long as the Muslim officer maintains justice, avoids participating in anything sinful, and uses the position to protect people and reduce harm.
The precedent of the companions defending Al-Najashi establishes the permissibility of serving in a non-Muslim system when the purpose is justice and protection.
