Are Smoking, Vaping, and Hookah Haram or Makruh? Understanding the Correct Distinctions

Question
Sheikh, I’ve heard multiple opinions regarding the rulings for smoking and vaping, can you break down where do the people get smoking as “makeup tahrimi”, just makeup, or maybe even haram? Would the same rule apply to Hookahs or “Egeellah”? Jazakum Allahu Khayran

Answer
Alhamdulillah, wassalatu wassalamu ala rasulillah, wa ala alihi wa sahbihi ajmain.

1. The Shari Context

Islam places strong emphasis on the preservation of life, health, and wealth, and prohibits anything that leads to clear harm.

Allah says:

“Do not throw yourselves into destruction with your own hands.”
Surat al Baqarah 2:195

And the Prophet said:

“There should be neither harm nor reciprocating harm.”
Sunan Ibn Majah

These texts form the foundation for evaluating substances like smoking, vaping, and similar habits.

2. Scholarly Discussion

When tobacco first appeared, scholars differed because its harm was not fully known. Some early scholars classified it as:

  • Makruh due to its foul smell and lack of benefit
  • Makruh tahrimi in the Hanafi framework, meaning strongly disliked and close to prohibition

However, with the advancement of medical knowledge, the serious and direct harm of smoking cigarettes became firmly established, including life-threatening diseases. As a result, many contemporary scholars have moved to treating cigarette smoking as haram, and this has become the dominant and widely accepted position today.

As for hookah, it falls under the same category as smoking tobacco. Although it may differ in form, it shares the same underlying harm, and therefore takes the same ruling.

Regarding vaping, the matter differs. While there is evidence of harm and addiction, it is not identical in certainty or severity to cigarette smoking in the same way. Because of this:

  • Some scholars incline toward prohibition
  • Others classify it as makruh tahrimi, due to harm and addiction but with less certainty compared to cigarettes

This difference is what leads to the range of rulings you have heard.

3. Application to the Question

Based on the current state of knowledge and fiqh analysis:

  • Cigarette smoking is considered haram, due to clear, direct, and established harm
  • Hookah or argeelah carries the same ruling as cigarettes, and is therefore also haram
  • Vaping is not identical to cigarettes but still involves harm. A strong and balanced position is that it is makruh tahrimi, meaning it is very close to prohibition and should be avoided

The earlier classification of smoking as merely makruh or makruh tahrimi came from a time when the harm was not fully known. Now that the harm is clear, the ruling has shifted accordingly.

4. Relevant Usul Principle

الحكم يدور مع علته وجودا وعدما
A ruling revolves with its effective cause

The ruling of smoking changed over time because the effective cause, which is harm, became clearly established. When harm was uncertain, some scholars ruled it as makruh. Once harm became certain and severe, the ruling moved to haram. The same principle applies in distinguishing between cigarettes, hookah, and vaping based on the level and certainty of harm.

Final Ruling

Cigarette smoking is haram, and hookah carries the same ruling due to established harm. Vaping is not identical to cigarettes, but due to harm and addiction, it is best classified as makruh tahrimi, and should be avoided. The differences in rulings come from how clearly the harm is established in each case.

And Allah knows best.
