Wearing Makeup in Front of Non-Mahram Men: What Is the Islamic Ruling?

I am very confused on this topic. Where exactly does makeup stand in terms of haram and halal, especially when wearing it outside the house in front of non-mahrams? Does it matter if it is very natural, or is all makeup restricted?

1. The Shari Context
Islam encourages modesty and commands believing women not to display their beauty in a manner that attracts unnecessary attention from non-mahram men.
Allah says:
“And tell the believing women to lower their gaze, guard their chastity, and not display their adornment except what ordinarily appears thereof.”
Surat al Nur (24:31)
Allah also says:
“Do not display yourselves as was the display of the former Days of Ignorance.”
Surat al Ahzab (33:33)
These verses establish the general principle that adornment intended for public display before non-mahrams is to be limited.
2. Scholarly Discussion
The scholars agree that a woman may beautify herself for:
- Her husband.
- Within her home.
- Before other women within the limits of the Sharia.
- Before her mahrams within the appropriate boundaries.
The discussion concerns wearing makeup before non-mahram men.
There are two well-known scholarly approaches.
First Opinion: Makeup Before Non-Mahrams Is Not Permissible
This is the opinion of many contemporary scholars.
They argue that makeup is itself a form of zinah (adornment), and Allah has prohibited displaying adornment before non-mahrams except for what ordinarily appears.
According to this opinion, whether the makeup is light or heavy does not fundamentally change the ruling if it beautifies the face and attracts attention.
Second Opinion: Light Makeup May Be Permissible Under Strict Conditions
Some contemporary scholars differentiate between:
- Makeup that is clearly beautifying, decorative, or eye-catching.
- Makeup that is minimal and merely conceals blemishes or restores a natural appearance without attracting attention.
According to this opinion, very light makeup may be permissible provided that:
- It does not noticeably beautify the face.
- It is not worn to attract attention.
- It does not involve tabarruj (public display of beauty).
- It is accompanied by proper hijab and modest dress.
- It does not become a source of fitnah.
However, they still discourage makeup that noticeably enhances beauty in public.
3. Application to the Question
If the makeup:
- Draws attention.
- Enhances beauty in a noticeable way.
- Is intended as adornment before non-mahrams.
Then it should be avoided according to the majority of contemporary scholars.
If it consists only of:
- Concealing a medical condition.
- Covering scars.
- Hiding severe discoloration.
- Restoring a person’s normal appearance.
Then many scholars permit this because it is treatment rather than beautification.
As for ordinary cosmetic makeup worn outside simply to enhance one’s appearance, the safer and stronger opinion is to avoid it in front of non-mahrams.
4. Relevant Usul Principle
سد الذرائع
Blocking the means to harm.
The Sharia blocks the avenues that may lead to temptation and unnecessary attraction between non-mahrams. Since makeup is generally intended to beautify and attract attention, the principle of Sadd al-Dhara’i supports avoiding it in public before non-mahram men.
Also relevant is:
درء المفاسد مقدم على جلب المصالح
Preventing harm takes precedence over acquiring benefit.
Where there is a conflict between public beautification and preserving modesty, preserving modesty takes precedence.
Final Ruling
A woman is encouraged to beautify herself for her husband and within the appropriate private settings. As for wearing makeup before non-mahram men, it should be avoided because makeup is a form of adornment that falls under the Qur’anic prohibition of displaying one’s beauty.
Some contemporary scholars permit very light makeup that merely restores a natural appearance after a restoration surgery; Therefore, the Fatwa position is to refrain from wearing makeup before non-mahram men.
